Without being too deep into the engineering, no, there is no way to confirm whether the fan is actually providing any airflow at all.
A "fan" could be a small air flow that is not really useful in cooling anything. You would have to look at the airflow of the heatsink and make that determination.
If you are trying to reduce the power of the fan you are probably looking at a feedback-based design. The fan is usually the thing that gets throttled first because it is the single largest contributor to the total power draw in a system.
